Job Description
VBNK is recruiting external consultants to carry out the end of project evaluation. The purpose was to capture key data about the indicators that could also be collected at the end of the project. Additionally, VBNK was interested to gather data about broader areas of relevance and interest, including: the working style of the NGO partners and their staff i.e. how they consult and work with local duty bearers, and their current practices for community engagement; the capacity of CCs/CCWCs and CLs in relation to their understanding of the empowerment and accountability and how they related to their roles and responsibilities as local duty bearers, community leader and active citizens, any potential conflicts in the existing relationships between the duty bearers, their community members and the target NGOs.
The role involves working on the following key tasks:
Conduct desk review of relevant documentation, including the original proposal, baseline report, progress reports, review documentation, M&E tools and the mid-term review report;
Develop questionnaires for key informant interviews and focus group discussions;
Conduct field visits, key informant interviews, focus group discussions and other assessments with relevant stakeholders including: VBNK EA team; CNGO partners, Community Representatives, CC/CCWCs and villagers in the target areas;
Analyses data and develop the draft evaluation report;
Consult with relevant VBNK staff on the draft report and make any amendments/additions to the report to reflect that feedback;
Produce final evaluation report and present findings to the VBNK EA team and management.
The expected key deliverable included:
A planning schedule detailing the list of KII and FGD activities and expected timetable for completion of the project evaluation.
Data collection and analysis tools including questionnaires for key informant interviews and focus group discussions.
Data analysis and a draft report in English for review and feedback.
A final report in English that addresses all the relevant evaluation questions and incorporates VBNK’s feedback comments.
Requirements
Interested candidates should possess:
A Masters’ degree in social science or other relevant field, or equivalent work experience
Advanced research experience in designing and conducting external, baseline and other evaluations using both quantitative and qualitative methods and non-traditional and innovative evaluation methods
Previous experience of conducting analysis of empowerment and accountability processes
An in-depth working knowledge of empowerment and social change; and the ability to analyse the membership of community groups (rather than just the leadership), and their participation and ownership of local development projects
Interpersonal skills and the ability to communicate with various stakeholders and to express concisely and clearly ideas and concepts
