The Empowering Accountability Project (EAP) completed by the end of March 2021. To find out the achievements and impact after the project has been implemented for two and a half years, the EAP team has developed Stock-Taking questions to assess the level of understanding of Partner Organizations (POs) and concerned stakeholders that got involved with the project as a key information for compiling with new project proposal for the next 3 years (2022-2024).
Due to the current Covid-19 outbreak situation in Cambodia, most of the stock-taking processes were conducted via online platforms through Zoom, Microsoft Teams and Telegram because POs and stakeholders are familiar with this tool. The EAP team conducted Focus Group Discussions (FGDs) to ensure they can all actively engage in any discussions and conduct some Key Informant Interviews (KIIs) with individuals where necessary and appropriate.
There are two key objectives: 1) Explore some of the EAP issues in more depth; and 2) Gather information to support the new project design. There themes were identified for the stock-taking, namely, 1) Development and budget allocation for the implementation of local investment plans; 2) Capacity of local authorities related on local investment plans; and 3) Citizens’ participation and ability to influence the final investment plans.
The Stock-Taking exercise was conducted in May 2021 through FGDs and KIIs with three current POs and concerned stakeholders in Tbong Khmum, Kg Cham and Kampong Thom provinces. In addition, two new POs and concerned stakeholders in each of Stung Treng and Preah Vihear provinces.
The relevant stakeholders in Boeung Proul Commune, Tbong Khmum District of Tbong Khmum Province participated online meeting on Stock-Take.
