The training needs assessments is the first part of the capacity development process that conducted a training needs assessment (TNA) with all relevant provincial, municipal, district and commune health officials to explore their current understanding of the health decentralization process, especially in relation to the implementation of sub-decree 193.
VBNK worked closely with GIZ and the National School of Local Administration (NASLA) to co-develop the training topics, methodology and materials to support the SNA capacity development goals.
The training needs assessments conducted as working group of inter-ministries and NGOs (VBNK, MOI and MOH) to support SNAs to strengthen their Covid 19 preparedness in terms of mobilizing resources and ensuring health centers are able to respond effectively to a possible worse-case scenario of positive Covid-19 cases being identified.
These TNA conducted online in a Focus Group Discussion (FGD) formatted with relevant health officials from the provinces and municipalities, the districts, and the communes at Battambong, Kampong Thom, Kep and Kampot provinces, (Council Chairpersons, Chair of WCCCC, Deputy Governors in charge of Health, Admin Directors) and PROVINCIAL HEALTH SERVICE MANAGERS (Directors and Deputy Directors of the provincial health department, Directors of provincial referral hospitals).
Due to Covid 19 precaution and the government measure to stop the hazard from spreading, the TNA have been conducted through virtual. We learnt that, not only the civils society group, but the government in general and in specific the SNA now start to learn and use online platform to fulfil their work to serve the citizen. VBNK is stepping up to build its staff the skill in facilitation and working in this new way.
