Women's Leadership Programme
Modular Training Programme: 
Building Capacity for Women Managers in Government

VBNK has been conducting the Women’s Leadership Programme for women managers in government since 2003 under the auspices of the Ministry of Women’s Affairs and the UNDP Partnership for Gender Equity project.

Aim of the Programme

To offer a leadership development programme which addresses the needs and issues of women managers working for the Royal Government of Cambodia; to provide a forum to work on the key issues and core skills needed to develop their leadership potential.

Participants will be enabled to develop strategies and implementation plans to be more effective as managers in the context of Cambodian culture and government institutions.

Objectives of the programme
  • To strengthen their self image and self confidence as managers and leaders;
  • To acquire a range of skills, tools and strategies to present themselves in a positive way and influence others, both within and outside the department and ministries;
  • To consider their role as women leaders in the context of government, development, Cambodian culture and their contribution to the empowerment of Cambodian women.

Programme process

The WLP was developed in response to and identified need for some special training for women, especially those in middle management position within various institutions. The programme comprises a series of three linked modules, with structured follow up between modules, in a three way learning partnership between the participant, the institution and VBNK. This programme is usually delivered as three separate 5 day modules which are Core Management Skills, Organisational Management Skills and Developing Professional Relationships.

In order for the learning partnership to be effective, the institution is expected to appoint a mentor, whose role is to guide the participant in the implementation of her learning. Preparatory training is given to mentors in a one-day introductory workshop, conducted before the participants attend the first module. In addition, mentors are provided with pre and post course documentation (including the module content summaries).

However, the main responsibility for implementing the learning, and for taking the initiative to make best use of the mentor, lies with the participant herself.
