VBNK in cooperation with Pact – Local Administration and Reform (LAAR) Programme
Capacity Building Partnership: Enhancing the ability of the
provincial NGOs to provide capacity building and support to commune councilors.

Goal
The LAAR Program aims to promote effective, lively, and sustainable engagement between local communities and their elected commune councils.

Programme Objectives

  1. Increase citizen engagement with Commune Councils
  2. Increase partnerships between Commune Councils, civil society, and other stakeholders
  3. Increase civil society engagement in the Decentralization and Deconcentration (D&D) process
Background:
VBNK was selected as a National Training Institution Capacity Building Partnership for Pact-LAAR programme in late 2005.
The role of VBNK is to support the partner provincial NGOs (PNGOs) and the representative of Provincial Rural Development Committee (PRDC Ex Com) and/or Provincial Local Administrative Unit (PLAU) in scaling up and enhancing their capacity to effectively assist the commune councilors (CCs) and civil society organizations involved by the program. The specific objective is to develop a program that ensures PNGOs can build the capacity of CCs and local communities to effectively engage with each other and address social problems through the application of the four core principles of the program: participation, partnership, transparency, and accountability.
A pilot capacity building programme commenced in 2006 with 5 PNGOs (total of 25 staff) in 3 provinces: Takeo, Pursat and Battambang; and expanded to 9 PNGOs (total of 99 staff) in four provinces Pursat, Battambang, Kompong Cham and Kompong Thom in 2007.

Strategies/ Approach (2007):
  1. Class Training: a five-week training modules on selected topics using participatory training methods. Training is conducted to increase understanding and develop new skills with the explicit aim of establishing new behaviors, or changing existing behaviors.
  2. Coaching and on going support plan: Objectives for coaching are helping to ensure that the results from training activities have noticeable effects. It is concerned with providing ongoing guidance (as opposed to instruction) and feedback in order to encourage successful individual or group performance.
