VBNK in cooperation with ILO - Better Factories Cambodia
Modular Training Programme: building capacity for union representatives
and factory supervisors

Aim:
A modular training programme was designed in an attempt to equip union representatives and factory supervisors with the skills and knowledge needed to ensure continual improvements in productivity in an era of globalisation. It is part of a win-win scenario as both parties gain when working conditions and factory performance improve.

Strategies/ Approach:

  1. Training: 2-day training workshops on selected topics using participatory training methods
  2. Factory visit/follow up: after each module of the training VBNK trainers visit each factory twice (once within a few days of the workshop and a second time a few weeks after that). Their role is to help the training participants pass on information to the Performance Improvement Consultative Committee (PICC) and assist them in developing a Factory Improvement Plan (FIP). The FIP is developed and owned by the factory. It should set realistic goals for the implementation of improvements related to the training module.
  3. Third day training: approximately 6 weeks after the initial module there is another half-day training seminar. This provides the opportunity to share ideas on the successes and challenges of implementation of the learning in the workplace.

Who are the participants?:
From 2005 to March 2007, VBNK has provided this training to 783 participants who are workers, supervisors, union representatives and managers of 38 different factories in Cambodia.

Uk Khen, the President of Free Trade Union at Tai Yang Factory described the benefits at his factory. “Before the programme when management saw me coming they had a headache as I was only bringing them problems. That has changed so much. As a result of the ILO - VBNK program the union and management works together to solve problems. The workplace is so much better for everyone”.
