To ensure that the Strengthening Grassroots Democracy project (funded by BftW) implementation has achieved the set targets, VBNK invited external evaluators to conduct the mid-term evaluation of the project. They engaged to research the impact of the project on community-level change, i.e.; communities have confidence to voice the issues to duty bearers and duty bearers are confident in how to respond). They also reviewed how individual staff of CNGO partners (KMR in Battambang, PFD in Banteay Meanchey, PSOD in Kampong Cham and COWS in Kampong Thom province) changed her or his practice towards community empowerment. Also importantly, this mid-term evaluation helped to generate learning that will improve the project implementation in the future. We are very happy to report that we got brilliant results. The findings are that the project responds effectively to the needs of NGOs partners as they play an important role in facilitating the interaction and relationship building between citizens and the local authorities, and empowered communities to engage with their duty bearers, and to start solving problems for themselves. The duty bearers and citizens were enthusiastic to continue engaging in sub-national and democratic process.
