Community empowerment in local governance and basic service delivery has become a key component of development programs of many NGOs and government alike. The NGOs programs which support communities provided venues for people to participate and having their voices heard in the process of project cycle management as well as the process of commune planning and commune investment program.
What VBNK Does
VBNK believes that if the communities are empowered, we would expect to see a range of benefits – local democratic participation promoted; increased confidence and skills among community members to speak out; increased numbers of people participate in monitoring the work and services delivered by the commune councils or local service providers. Better community engagement and participation leads to the delivery of better, more responsive services and better outcomes for communities.
VBNK has developed an approach to facilitating “Community Conversations” that promotes citizen participation in those processes. The approach provides a safe space for community members to meet other civil society actors and local authorities to identify and seek solutions to their critical development issues.
Besides the community conversation, VBNK also encourages the target communities to actively engage in the Implementation Social Accountability Framework in their respective communes. To achieve the goal of
, VBNK’s project of Strengthening Grassroots Democracy builds the capacity of 4 local NGO partners, Commune Councilors and Commune Committee for Women and Children to facilitate those community conversations selected target villages as well as outreach activities.
